Breaking the Cycle: A Strategic Plan for Tasmanian Corrections 2011-2020

The Breaking the Cycle Strategic Plan was launched by Nick McKim MP, Minister for Corrections and Consumer Protection, on 8 April 2011.

This is the first time a strategic plan has been developed for the whole of Corrective Services in Tasmania, incorporating both the Tasmania Prison Service and Community Corrections.

The Strategic Plan identifies priority action items in the areas of rehabilitation and reintegration, infrastructure, sentencing options, integration with external service providers, community engagement, workforce development, training and support and oversight and governance.

Breaking the Cycle is the result of an extensive consultation process involving meetings with staff of the Tasmania Prison Service and Community Corrections, meetings with prison inmates, and stakeholder forums held around the state.  A detailed discussion paper was also released in January 2010 to the wider community, with over thirty submissions received.

The Strategic Plan will be implemented by means of a series of Action Plans. The actions comprising the first Action Plan (2011-2013) are included in the 2011 edition of the Plan.

A review of the Strategic Plan will be undertaken at the time of the development of the second Action Plan to ensure that the goals, strategies and associated actions remain relevant.
