Parole Board Decision

In the matter of the Corrections Act 1997

and

In the matter of an Application for Parole by Richard Mathew Bartulin

27 June 2006

Reason for Decision

Well the good news for you is that we intend granting parole. You’ll be paroled on the 6 July 2006 and you will remain on parole till the 28 November 2008, which is your latest release date.

You need to report to the Manager at Community Corrections at Hobart straight away.

We’re going to make it a condition of your parole that you refrain from the excessive consumption of alcohol and that you not enter upon licensed premises for twelve months without the consent of your parole officer.

We note that you were granted parole on the 25 October last year and your parole was revoked as a result of you committing further offences against the Police Offences Act, namely burglary and stealing, for which you received a total period of imprisonment of four months.

We note your explanation as to why that period of offending occurred in that you were under financial difficulty and you were being placed under financial difficulty by persons who were demanding money from you in relation to a drug debt.

We note that you have indicated to the Board that you intend obtaining assistance in relation to your drug problem from the Bridge program and we also note that you’ve sought some counselling whilst in prison and that you intend seeing a psychologist upon your release from prison.

The Board is going to issue what’s called a Notice to Attend, that you reappear before us on the 14 August of this year, and on that date we will be further questioning you about what steps you’ve taken in relation to the Bridge program and also in relation to a psychologist.

Taking all the matters into account we are of the view that it’s appropriate that you be granted parole and you will be granted parole. So you will be free to go on the 6 July and this is your last chance.
