Public consultation is currently underway on a Bill to establish a legally mandated framework that aims to improve the safety and wellbeing of children and young people in institutional settings.
The Child and Youth Safe Organisations Framework is based on the recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse.
It will require organisations that work with children and young people to take specific steps to keep them safe and respond effectively where incidents of harm do occur.
The Framework will be made up of two specific elements:
- the Child and Youth Safe Standards, and
- the Reportable Conduct Scheme.
The Child and Youth Safe Standards aim to uphold the right of children and young people to safety in institutional settings.
The Reportable Conduct Scheme requires leaders of affected organisations to report certain types of conduct related to child abuse to an independent body.
Compliance with the Framework will be independently monitored and regulated.
Please note, this Bill is different from the Child Safe Organisations Bill that was released for public consultation at the end of 2020.
The feedback from consultation on this 2020 Bill, combined with further developments in relation to child sexual abuse in institutional settings in Tasmania since that time, have informed the current Framework.
The consultation period will end at 5pm on Saturday 1 October.
