The international system for the control of narcotic drugs has been administered by the United Nations since 1946, with the aims of combating drug abuse and illicit traffic and limiting the supply to medical and scientific use.
As a signatory to the Single Convention on Narcotic Drugs, 1961, and the subsequent 1972 Protocol Amending the Single Convention, Australia is required to carefully control and supervise all stages of growing and production of poppies.
The Licensing system is the responsibility of the Tasmanian Government and is undertaken by the Poppy Advisory and Control Board, which also advises the Government on matters affecting the long-term viability of the industry.
