The Government's Review of the State PAL Policy commenced in August 2006. 90 submissions were received from private individuals, related industries, community organisations, State Government agencies and Government Business Enterprises and Local Councils. A key aspect of the review involved looking at ways in which the Policy can be more consistently implemented through planning schemes, and to ensure that it does not unreasonably restrict the use and development of agricultural land.
In April 2007 the Steering Committee released early drafts of a possible new Policy, Implementation Guide, and a set Model Planning Scheme provisions, to local government planners for discussion and feedback.
The Steering Committee report, including recommendations on changes to the Policy, was provided to the Minister for Planning in late in 2007.
In November 2007 the Government indicated that specific controls to limit tree plantations on prime agricultural land would be introduced as part of the review. Following targeted discussions with farming and forestry stakeholders, the revised draft PAL Policy and the accompanying Implementation Guide and Model Planning Scheme Standards have been amended to reflect this initiative.
The Government has now completed its review and the Draft Policy has been referred to the RPDC to be formally assessed as a Draft State Policy. The RPDC assessment process will provide the opportunity for public consultation and input on the draft policy.
The Draft PAL Policy is now on public exhibition until the 1 September 2008, during which time any person may make a submission to RPDC in writing.

The Government has also revoked the previous Protection of Agricultural Land State Policy 2000 and received the Governor's consent to introduce the Draft State Policy as an Interim State Policy effective from 11 July 2008. Advice to assist local councils in the implementation of the Interim Policy is currently being prepared.
