In October 2010 the Minister for Corrections and Consumer Protection, Nick McKim MP, asked Mr Mick Palmer AO APM to conduct an independent inquiry into the Risdon Prison Complex.
The Inquiry was tasked to investigate, examine and report on matters relating to the design, construction and operation of the Risdon Prison Complex (RPC).

The Report of the Risdon Prison Complex Inquiry was delivered to Minister McKim on 30 March 2011. The Report was released publicly on 15 June 2011.

The report has been split into parts for ease of download.
This copy of the Report has been edited to remove, and temporarily withhold, those findings, recommendations and comments that have the potential to compromise the safety and security of the Risdon Prison Complex until the matters have been satisfactorily dealt with.
Key elements of the Government’s response to the Inquiry Report include:
- The appointment of a Change Manager to oversee the implementation of a wide variety of reforms in the Tasmania Prison Service (Recommendation 1).
- Bringing forward the funds allocated for the Prison Infrastructure Redevelopment Project and restructuring of the project to address various recommendations of the Inquiry (Recommendation 3).
The Change Manager will work to address a wide range of issues including reforms indicated in Breaking the Cycle: a Strategic Plan for Corrections in Tasmania, the Tasmania Prison Service Education Strategic Plan, and Workplace Standards Tasmania’s Review of Risk Management at the Maximum Security Prison.
