Breaking the Cycle: A Strategic Plan for Tasmanian Corrections 2011-2020

Terms of Reference

The Terms of Reference for the Breaking the Cycle Strategic Plan were as follows:

The Department of Justice will develop, for the Minister for Corrections and Consumer Protection, a strategic plan to guide the future direction of the Tasmanian corrections system for the next ten years.

The plan will be developed by the end of June 2010, with an interim options paper due before the end of the 2009 calendar year. It will consider international best practice principles, projected demand, and the Tasmanian context. The plan will provide a range of priority action areas and consider associated resource implications.

The development of the 10-year strategic plan will draw on the expertise of key stakeholders through the formation of a Stakeholder Reference Group. There will also be opportunity for input from other interested persons through community consultation forums and written submissions.

Development of the Plan will be managed by a Steering Committee composed of senior officers from relevant government agencies.

The Strategic Plan will address the following issues

  • The most effective use of resources to keep the community safe and to reduce recidivism.

  • The right mix of custodial and non-custodial corrective services, and how these might support innovative sentencing options.

  • The role of the corrections system in rehabilitation, education and reintegration of offenders into the community.

  • The use of available and future infrastructure to address the needs of communities across the State.

  • The use of partnerships with non-government organisations and business to deliver correctional services.

  • The most effective manner in which to provide assurance to the community about the integrity of the corrections system.

  • National and International obligations in relation to corrective services, including human rights obligations.

The plan will take account of previous reports and current projects in this area.

The resulting Strategic Plan will be delivered to the Minister for Corrections and Consumer Protection by 30 June 2010.
